I try to do that as well but it's not always obvious in some situations. Also, in a gunfight, you might think the obvious price is Harm every time but if you get a bunch of bad rolls, that could end your character quite quickly. It's definitely an art, not a science.
Regarding the Pay the Price move, I always choose the most obvious negative outcome. Helps me keep things moving.

You’re right in that. Always inflicting harm is not the way, and you have to be creative to avoid it.
